System Analyst (Abu Dhabi, UAE)

Summary

Andersen is hiring a System Analyst on-site in Abu Dhabi for a project developing a digital case management platform and enhancing public services and citizen engagement.

Our customer is a public-sector organization responsible for advancing digital innovation and modernizing services across multiple domains. It supports strategic initiatives in emerging technologies, collaborates with industry and research partners, and develops long-term technology frameworks for improving operational efficiency and service accessibility. The organization focuses on secure, scalable, and sustainable digital development to drive continuous improvement within the broader ecosystem.

The project is focused on developing a case management platform as part of a broader digital transformation program. It enables end-to-end management of citizen cases, from intake and registration to processing, tracking, and resolution, while supporting system integrations, data migration, AI capabilities, and improved public services.

Responsibilities

• Analyzing the existing solution operated by the other entity together with its business and technical teams.
• Converting business requirements into detailed functional specifications, user stories and acceptance criteria.
• Defining end-to-end system flows, field rules, validations, case states and exception scenarios.
• Defining Citizen 360 and case-management information requirements.
• Preparing requirements and mappings for Avaya, Firebird SMS and M-Files integrations.
• Defining API and interface requirements with .NET and Spring Boot developers.
• Working with the Flowable resource on workflow/BPM specifications.
• Supporting Oracle data-model design and data migration mapping.
• Defining system requirements for AI use cases (summarization, classification, routing, RAG search) and required data access.
• Supporting QA test scenarios, backlog refinement and sprint planning in Azure DevOps.

Requirements

• Experience in System Analysis with enterprise systems for 7+ years, preferably CRM, case management, workflow-driven, or integration-heavy platforms.
• Strong experience in requirements elicitation, process analysis, and modeling using User Stories, UML, BPMN, data mappings, and SLA definitions.
• Ability to translate business needs into functional/system requirements, acceptance criteria, workflows, business rules, validations, and implementation-ready specifications.
• Experience with Customer/Citizen 360, case management, data modeling, and data migration activities.
• Strong SQL and relational database skills, preferably Oracle.
• Experience with REST APIs, enterprise integrations, and distributed .NET / Spring Boot environments.
• Experience with workflow/BPM platforms, preferably Flowable, and integrations such as Avaya Contact Center, Firebird SMS, and M-Files.
• Experience with Azure DevOps or similar ALM/backlog management tools.
• Understanding of AI-enabled capabilities, including summarization, classification, intelligent routing, RAG, and AI data access.
• Experience supporting QA, backlog refinement, sprint planning, and cross-functional delivery.
• Level of English – from Upper-Intermediate and above.

Desired skills

• Bachelor’s or Master’s degree in Computer Science, Information Systems, or a related field.
• CBAP and/or PMI-PBA certification.
